RINA is currently recruiting for a Field Inspector - Rail & Transit to join its office in Alexandria, VA within the North America Infrastructure & Mobility Division. This position is fully on-site so does not offer a hybrid work option. Use of a Company vehicle is available.
The Field Inspector will join our team working with CSX Transportation on the Transforming Rail in Virginia (TRV) Program. This Program is making generational investments delivering on its vision to provide high-performance passenger and commuter rail service that connects our communities and increases economic growth.
The Virginia Passenger Rail Authority’s (VPRA’s) implementation of these projects will change how Virginians travel, removing traffic from roads and highways, and increasing commuting options in all corners of the state while improving performance and reliability. VPRA’s partnerships, capital projects, and infrastructure enhancement programs will grow the Commonwealth’s rail network by adding additional passenger and commuter services by doubling the state-supported Amtrak service between Washington, DC and Richmond.
Compensation Data
$85,000 - $105,000 commensurate with education and experience
Mission
RINA’s role as Program Manager/Construction Manager (PM/CM) for CSX Transportation provides a unique and exciting opportunity for an experienced Field Inspector for the TRV Program. The Field Inspector (FI) is a project level position and reports directly to the Resident Engineer (RE).
The Field Inspector will observe, monitor and record construction contract work on a daily basis for compliance with the CSXT’s safety, quality, and cost and schedule objectives, as defined in the construction contract documents. The FI, in addition to observing the work, will pro-actively address field issues as they arise by bringing them to the attention of the RE for resolution in a timely manner. The FI will prepare daily field reports recording the construction activities, manpower, equipment, materials, and quality and safety issues.
Key Accountabilities
- Review Construction work, conduct field inspections and investigations, ensuring the effective performance of construction activities as well conformance with project plans and specifications.
- Check construction records and document progress to identify project schedules and cost problem areas, making recommendations as needed.
- Hold periodic conferences with project personnel to review work plans and individual responsibility.
- Conduct regular safety inspections.
- Recommend approval of variations from plans and specifications.
- Coordinate installation activities.
- Review technical correspondence with contractors to check technical accuracy and promptness of payments.
- Ensure budgetary goals are met and that all work is performed in a timely and cost-effective manner.
- Obtain necessary certifications to advance the construction process as well as to ensure proper project closeout.
- Compute construction quantities and prepare reports for interim and final payments.
- Review construction work of contractors and subcontractors to ensure compliance with contract documents, reporting any discrepancy to the Resident Engineer.
- Maintain a daily project diary, files, test reports, etc. as directed by the Resident Engineer or Project Manager.
- Perform load counts of material delivered to construction sites.
- Obtain samples of materials to be sent to the laboratory for testing purposes.
- Perform inspections of construction materials at source and on project sites for conformity to specifications
- Confer with contractor representatives, State and other officials concerning construction work.
Qualifications
- 5+ years railroad/transit construction related experience; Class I experience preferred.
- Experience reading and comprehending contract documents.
- Experience with special trackwork fabrication and installation and/or heavy civil construction
- High School Diploma/GED. Bachelor’s Degree preferred.
- Familiarity with electronic file management systems; e-Builder or simila
- Experience with rail & transit mainline, yards and structures preferred.
