RINA is currently recruiting for an Infrastructure and Mobility Senior Project Manager to join its office in Tunisia within the International Infrastructure & Mobility Division
The Head of Infrastructure Project Management is responsible for the coordination, and performance of the infrastructure project management team in charge for the Business in North and West Africa Countries. The Head of PM’s shall ensure that all the projects within the infrastructure domain are delivered on time, within budget, and according to quality and client expectations. The Head of PM acts as a key contact point between the Company Management, Clients, and Project Teams, and drives continuous improvement, resource allocation, and professional development of Project Managers.
Key Accountabilities
Strategic Leadership :
- Define the vision and goals for the project management team in alignment with company objectives.
- Set priorities, project portfolio roadmaps, and performance indicators
- Lead cross-functional initiatives to enhance delivery capacity and client satisfaction.
Team Management & Development
- Lead, mentor, and develop a team of Senior Project Managers and Project Managers.
- Assign projects based on team capabilities and project complexity.
- Conduct regular performance evaluations and identify training needs.
Project Oversight & Governance
- Monitor the performance of active infrastructure projects, ensuring delivery against scope, budget, and timelines.
- Support Project Managers in resolving critical issues, escalating risks, or renegotiating with stakeholders.
- Ensure compliance with internal procedures, contractual obligations, and quality standards.
Client & Stakeholder Engagement
- Maintain high-level relationships with key clients and partners.
- Support PMs in client communications and act as escalation point for strategic accounts.
- Represent the company in high-level meetings, steering committees, and negotiations.
Resource Planning & Financial Management
- Plan and allocate resources across the portfolio of projects.
- Monitor and optimize project KPI’s (such as margins, budgets, and invoicing/collection schedules).
- Approve resource needs, subcontracting, and major procurement in line with business goals.
Process Improvement & Innovation
- Identify opportunities to improve project management methodologies and tools.
- Lead the implementation of best practices, lessons learned, and digital solutions.
- Drive standardization and operational excellence across projects.
Education
Qualifications
Education:
Master's degree in Civil Engineering or a related field. MBA or leadership training is a strong asset.
Experience:
- Minimum 15 years of experience in infrastructure projects (e.g., roads, bridges, urban mobility),
- At least 5 years in a leadership role managing a team of project managers.
- Familiarity in dealing with Business Economic Indicators.
Certifications:
PMP, or similar project management certification strongly preferred.
Skills:
- Proven ability to lead multidisciplinary teams and manage large project portfolios.
- Strong interpersonal, negotiation, and leadership skills.
- Solid understanding of project lifecycle management, risk management, budgeting, and client relations.
- Proficiency in project management software and reporting tools.
- Strong Business orientation.
