RINA is currently recruiting for a Fugitive Emissions Field Engineer to join its office in Rome or Milan (Italy) within the Project Engineering Division.

Mission

The Project Engineer is responsible for the successful technical execution of high-value and complex projects, focusing on maintaining the quality and compliance of all technical deliverables. This role is instrumental in integrating multidisciplinary technical contributions, ensuring that all project requirements are met according to safety and industry standards. The Project Engineer plays a key role within the project team, supervising technical implementation and collaborating closely with other engineers and subcontractors to deliver on client expectations.  #LI-VB1 

Key Accountabilities

Proposal Phase:
- Coordinate the technical assessment and feasibility for the proposal phase.
- Collect and integrate technical contributions to develop accurate proposals.
- Identify and quantify necessary skills, resources, and effort for proposal development.
Technical Implementation:
- Ensure the technical delivery of projects meets content quality and respects project milestones.
- Oversee and manage all technical work related to project requirements.
- Monitor progress and make adjustments to technical plans to achieve project goals.
Technical Team Coordination:
- Lead the project engineering team, assigning tasks and ensuring efficient execution.
- Collaborate with other engineers, technical teams, and subcontractors to maintain cohesive project execution.
- Coordinate with the Discipline Manager for resource adjustments and reassignments as needed.
Quality Control:
- Implement and monitor quality control measures to ensure technical compliance with project standards.
- Enforce quality assurance processes and proactively address any deviations from project specifications.
Compliance and Safety:
- Ensure adherence to all technical regulations, compliance protocols, and safety standards.
- Address compliance and safety concerns promptly to prevent delays or risks, with support from the Discipline Leader.
Technical Documentation and Reporting:
- Maintain accurate and up-to-date technical documentation throughout the project lifecycle.
- Prepare or coordinate technical reports and presentations, validating accuracy before client distribution.
Training and Mentorship:
- Provide on-the-job technical training and mentorship to junior engineers.
- Foster technical development within the team to ensure a high level of competence.
Communication:
- Act as a bridge between technical teams, the Project Manager, and stakeholders to facilitate clear communication.
- Ensure technical issues are well-communicated and understood by all relevant parties.
Continuous Improvement:
- Identify and implement opportunities for process improvement within technical project aspects.
- Apply lessons learned from past projects to enhance future technical performance.

Education

Master’s Degree in Environmental Engineering or Chemical Engineering

Qualifications

 

  • Degree in Environmental Engineering, Chemical Engineering, or HSE Engineering

  • Knowledge (including academic) of petroleum technologies and subsurface hydrocarbon fluids, as well as experience with HAZOP and HAZID analyses, are highly valued.

  • Possession of the Preposto training according to Italian Legislative Decree 81/08 is required

  • Additional certifications such as BOSIET, H2S training, working at heights (81/08), specific training in gas detector usage, and thermographer certification for IR camera inspections are advantageous

  • Solid understanding of the structure and functionality of Oil & Gas plants, primarily Upstream but also Midstream and Downstream.

  • Ability to read P&ID and PFD drawings and basic knowledge of common equipment such as tanks, compressors, and scrubbers is beneficial

  • Competence in key environmental analysis methods and in mapping and characterizing emission points in complex industrial environments like refineries and fossil fuel power plants

  • Familiarity with IPPC regulations, Italian AIA, and similar European permits is a plus

  • Ability to effectively navigate an evolving regulatory framework with a critical and selective approach to binding and voluntary standards, maintaining a pragmatic, creative, and solution-oriented mindset

  • Strong result orientation and effective time management skills, capable of balancing effort and quality of deliverables according to context and objectives

  • Experience in liaising with institutional bodies (e.g., ARPA, regional and provincial authorities) and familiarity with specific technical regulations such as ARERA, along with skills in managing technical and financial aspects of contracts and subcontracts within engineering and architectural services are appreciated

  • Collaborative spirit and operational delegation skills, with a mature approach to workload distribution, alongside intellectual curiosity and a commitment to continuous learning on technological and regulatory developments.

  • Minimum 2 years of experience as Consultant or Engineer is required 

  • Fluent in English and Italian
