Technical Project Manager - Digitalization Projects

RINA is seeking an experienced Technical Project Manager for a freelance collaboration opportunity to lead critical digitalization initiatives within Norske tog.
This role involves full responsibility for planning, execution, and coordination of two key strategic deliveries related to train connectivity and IT system transitions. The position is based in Oslo for around 1 year with possible extension, with expected physical presence in the region.
The selected candidate will lead the preparation and procurement of a next-generation communication solution between train and landside systems (Train on Net – TpN). This solution underpins digital operations, enabling data connectivity, condition monitoring, and onboard services such as passenger Wi-Fi. The Project Manager will drive the establishment of a decision basis for replacing the current system before its end of life in the mid-2030s. This includes assessing the current landscape and risks, defining future requirements, developing and evaluating solution concepts, and preparing procurement strategies and market dialogue. The role requires close collaboration with technical, legal, and procurement teams, ensuring alignment and quality in all deliverables while contributing to key technical and functional decisions.
In parallel, the Project Manager will oversee the transition of Flytoget’s IT systems following the transfer of rolling stock to Norske tog. This includes developing and executing a comprehensive transition plan covering migration, replacement, or controlled decommissioning of systems, particularly those supporting onboard services. The role involves close coordination with Flytoget’s technical teams, ensuring proper knowledge transfer and continuity. It also includes establishing supplier and support agreements for systems that will remain operational beyond 2027. The project is expected to run until mid-2028.
The ideal candidate has around 10 years of experience managing complex projects with multiple parallel workstreams and demonstrated ability to develop and assess solution alternatives, including needs analysis and market engagement. They are skilled in defining project scope and producing high-quality decision support for senior management.
Strong stakeholder coordination capabilities, both internally and externally, are essential, along with excellent communication skills in English.
Additional strengths include knowledge of IT security, risk management, and cyber resilience, as well as experience with supplier dialogue, public procurement processes, and contract establishment. Familiarity with transport, rail, or communication systems is an advantage. Proficiency in Norwegian is beneficial but not required. #LI-FC1
