#RINA is currently hiring an experienced Senior Permit and Consent Technical Advisor in Mozambique

 

▪ Ensure that activities on site comply with all relevant safety legislation, and that the principal contractor and the sub - contractors have met their obligations against the requirements and documentations these processes are done on HSEQ4U.

▪ Ensure that the Site Manager and all the Contractors are fully aware of the safety requirements, of the Health and Safety Plan their obligations, with a relevant Safety Awareness Training Course and monthly meeting to be held with site management to discuss any concerns in regard to approved plans and minutes to be kept of the meetings conducted and record of the attendance of this training and meetings are maintained on site.

▪ Ensure that the contents of the Health and Safety Plan are communicated in the induction with the Contractors and Sub-Contractors site staff before the commencement of site establishment and construction on site.

▪ Perform inductions as required

▪ Ensure that the compliance with the requirements of the Health and Safety Plan is monitored through regular and comprehensive inspection of the site and surrounding areas, and that any non-compliance or remedial measures that need to be applied are reported

▪ Ensure the management and the application of the HSE Management System

▪ Verify the baseline risk assessment to ensure that the control measures are appropriate, and the Collective Protective Equipment’s and PPEs are suitable used and loaded on HSEQ4U as safety observations.

▪ According to the applicable requirements, check and authorize the access of personnel and equipment record of on boarding are kept and maintained on site.

▪ Identify the activities and the periodicity, according to the type of the worksite and the on-going activities, about the “Pre-job check” and “post-job review” by ensuring that permit system is implemented.

▪ Following the consultation with relevant COS supervisor, stop, in case serious and imminent danger, any contractor from executing construction work, which is not in accordance with the Health and Safety Plan, or which poses a threat to the health and safety of workers EGP Stop Work Policy must be discussed with the Contractors and Sub- Contractors once a month in a form of a toolbox talk.

 

▪ Based on the client requests fulfil the processes that will be put in place at initial stage of the construction or during it including “Alert or deviation report”, which all the deviations found on site according to the EGP procedures, assessing with the Site Manager / Project Manager the suitability and feasibility of resolution proposals and ensuring their implementation, failure to close deviations may lead to Sanction from the HSE Terms being activated.

▪ Attend the operational weekly review meeting of the HSE Responsible and Site Manager / Project Manager, and the monthly meeting with the representative of the Contractors, drawing up a minute of the meeting and make follow up on open items for closure.

▪ Report all the safety accidents, incidents and/or damages and near misses of the site within 24 hours and following all EGP procedures, keeping an incident register detailing all activities on site, ensure you post the incident on the incident what’s up group after getting approval from EGP HESQ project support. Load incident onto HSEQ4U application with n 24hours after incident occurred. compile and send flash report with n 24 hours after incident occurred and ensure RCAT with lessons learned are done within 7 days after incident occurred and ensure close outs are obtained and submitted.

▪ Ensure trend analysis is done and shared with all contractors to discuss in toolbox talks monthly and also share and discuss lessons learned with all site teams to ensure awareness and preventing similar incidents.

▪ Monitor all the obligations in charge of the Employer against the safety and Labor authorities, providing to the Employer a time schedule showing the activities and the related deadlines

▪ Prepare and / or support the Site Manager to prepare on time all the notifications to be sent to the third parts (Authorities, principal contractor, contractors, etc..) prior the commencement of the construction, during the construction and after the completion of the construction

▪ Support the Employer (or the Site Manager / Project Manager appointed by the Employer) during any meeting and inspections performed by the competent Authorities, attending during these meetings and inspections and ensure minutes are kept of meetings attended that action plans are drafted, followed up and closed out for any points raised. site

▪ Ensure that all relevant Covid19 measures are implemented, enforced, and managed aligned to governmental requirements and internal EGP standards.
