RINA is currently recruiting for a Industry Senior Project Control Specialist to join its office in Lecce (Italy) within the Consulting Planning, Monitoring & Business Support Division.
Mission
The Senior Project Controls Specialist will demonstrate proficiency in the complete spectrum of Project Controls functions, encompassing essential areas such as scope management, schedule management, cost management, document control, risk management, and change management. Capable of overseeing all Project Controls functions throughout various lifecycle stages, including planning, design, construction, and close-out for large, complex Programs. The Senior Project Controls Specialist will play a crucial role in coaching and training others on Project Controls services, ensuring the production of quality products and services adhering to RINA procedures and industry-wide best practices.
Key Accountabilities
1. Develop and maintain resource and cost-loaded critical path method schedules using various software tools for both projects and master-program level schedules.
2. Review designer and contractor schedule submissions for adherence to contract, client requirements, and industry best practices.
Prepare written technical reports summarizing findings.
Provide quality review of reports prepared by others.
3. Develop and maintain complex budget, spending, and forecasting cost tools with precision.
Develop and maintain Earned Value Management tools at project and master-program levels.
Generate EVM reporting with key metrics and variance reporting.
4. Lead all cost management functions for complex projects and programs.
5. Coordinate with project staff to ensure accuracy of cost and schedule updates and objective performance measurement.
6. Assist project leads in establishing WBS and Earning Rules at project initiation.
7. Develop program-level reporting templates and contribute to project and program reporting, ensuring accurate and timely data updates.
Train other Project Controls Specialists in reporting tools.
Innovate the reporting process.
8. Manage key project controls issues to resolution with the project team.
Conduct risk assessments, develop risk registers, perform qualitative and quantitative risk analysis, and create risk response strategy plans for projects and programs.-
Perform independent time-impact analysis.
Review and provide analysis of contractor’s request for time extension.
Conduct "what-if" schedule and budget scenarios.
Support change management personnel in resolving outstanding changes and claims.
7. Coach and train other Project Controls Specialists in all areas of Project Controls.
Provide information to Practice Leads and Division Management on innovative and emerging Project Controls trends and technology.
Develop CRM system setup and maintenance plans, including necessary workflows, access, and configuration management planning; manage CRM system maintenance.
8. Ensure contract actions are completed timely to avoid adverse impacts on budget, cashflow, or resources; coach others in the development of contract administration documents and plans.
Education
Qualifications
- At least 5 years of experience in related roles
- Advanced knowledge and experience with document control and CRM systems
- Knowledge of project scheduling software
- Fluent in Italian and a good level of English (oral and written)
