RINA is currently recruiting for a Senior Mobility Project Engineer to join its office in Istanbul within the Project Engineering Division.
Mission
The Senior Project Engineer leads the technical execution of the most complex and high-value projects, ensuring that all technical aspects are seamlessly integrated to meet project requirements. This role provides strategic technical guidance and maintains oversight of multidisciplinary teams, proactively managing technical quality, compliance, and safety. Acting as a senior expert within the project team, the Senior Project Engineer is accountable for ensuring successful project delivery while mentoring junior engineers and driving continuous improvement initiatives.

Key Accountabilities
Proposal Phase:
• Lead the technical feasibility assessment for complex proposals, identifying high-level requirements and potential technical challenges.
• Strategize and integrate multidisciplinary technical contributions to enhance proposal competitiveness.
• Determine necessary technical resources, time, and skills, ensuring accurate project estimation.
Technical Implementation:
• Oversee technical delivery, ensuring alignment with content quality and adherence to milestones.
• Manage and resolve complex technical issues, providing advanced solutions to achieve project objectives.
• Continuously review technical progress and make strategic adjustments to technical plans.
Technical Team Leadership:
• Guide the engineering team in technical task allocation, performance monitoring, and support.
• Foster a collaborative environment among engineers, technical teams, and subcontractors to achieve project synergy.
• Work closely with the Discipline Manager to make informed decisions on resource allocation and task reassignment.
Quality Control:
• Establish and enforce advanced quality control protocols, ensuring project deliverables meet technical standards.
• Address deviations or quality issues by implementing corrective actions in collaboration with quality assurance teams.
System Safety Management
• Manage and perform system‑level Safety activities in compliance with EN 50126‑1/‑2, EN 50129, CSM‑RA, and applicable National Rules.
• Prepare and maintain the System Definition (safety‑related aspects), System Safety Plan, and System Safety Case.
• Coordinate system Safety activities supporting authorization for placing into service.
Subsystem Safety Review & Integration
• Review Safety documentation and Safety Cases produced by subsystem contractors.
• Ensure coherence and integration of subsystem Safety arguments into the system Safety Case.
• Coordinate Safety interfaces among subsystems, system integrator, and Independent Safety Assessor (ISA).
Risk & Hazard Management
• Perform and coordinate hazard identification and risk analyses (HAZID, HAZOP, FMEA, FTA).
•maintain and control the System Hazard Log, ensuring risks are mitigated to ALARP
Education
Master’s Degree in Engineering (Systems, Electrical, Mechanical, Transport, or equivalent).
Qualifications
• Minimum 10 years of professional experience in railway safety assurance or safety engineering.
• Proven experience in system level Safety Management and review of subsystem Safety deliverables.
• Strong knowledge of EN 50126, EN 50129, CSM RA, and European railway safety regulations.
• Fluent in Turkish and English.
• Understanding of PM project controls (scheduling and cost control) and change management process. PE preferred in US.
• Recognized as an expert in engineering disciplines related to the field. Leads complex calculations, designs, and analysis, and coordinates the technical deliverables for critical projects.
• Applies a deep understanding of project management methodologies, scheduling, and budgeting, as well as risk management and change control.
• Expertise in quality control and assurance processes. In-depth knowledge of compliance and safety standards in engineering projects.
• Demonstrated ability to manage technical aspects of high-value and large-scale projects.
• Strong analytical and critical thinking skills for addressing complex technical challenges.
• Capable of high-level strategic planning to optimize project execution.
