RINA is currently recruiting for a System Assurance Manager to join its office in Tel Aviv within the Project Engineering Division.​

Mission

Lead the System Assurance and RAMS programme to ensure safety, reliability, availability, maintainability, and regulatory compliance of the railway system.

Key Accountabilities

Leads the overall System Assurance and RAMS function across the high-speed rail programme, owning the RAMS Plan in compliance with EN 50126/50128/50129, maintaining the Programme Hazard Log, and managing the system safety lifecycle from concept through acceptance.

Chairs the Safety Review Board, leads the hazard identification and close-out process, develops and maintains the overall RAM model and target allocation, and prepares the Technical Safety Case.

Acts as the primary interface with the Ministry of Transport and the Independent Safety Assessor, ensuring compliance with regulatory and assurance requirements for a high-speed railway environment, while promoting safety-by-design principles in close coordination with engineering, interface management, systems integration, and HSSE teams.

Education

Bachelor’s Degree in Mechanical Engineering or Civil Engineering

Qualifications

 

  • Degree in Engineering, Systems Engineering, Safety Engineering, Railway Engineering, or a related discipline.
  • Minimum 10 years of experience in RAMS, system assurance, safety engineering, or systems engineering on major railway, metro, high-speed rail, or complex infrastructure projects.
  • Proven experience developing and implementing RAMS programmes in accordance with EN 50126, EN 50128, EN 50129, and other applicable railway standards.
  • Demonstrated experience leading hazard management processes, including Hazard Logs, Safety Review Boards, risk assessments, and hazard close-out activities.
  • Strong knowledge of reliability, availability, maintainability, and safety modelling, analysis, and target allocation methodologies.
  • Experience preparing Technical Safety Cases and managing interfaces with Independent Safety Assessors, regulatory authorities, and certification bodies.
  • Proven track record in safety-by-design, high-speed rail system integration, verification and validation, and lifecycle assurance processes.
  • Familiarity with Common Safety Method (CSM), TSI requirements, and international railway safety and assurance best practices.
  • Excellent leadership, stakeholder management, communication, and coordination skills.
  • Experience working within PMC, Systems Integrator, Owner’s Engineer, railway operator, infrastructure manager, or consultancy organisations on large-scale railway programmes.
  • Strong analytical and critical thinking skills for addressing complex technical challenges.
  • Proven ability to develop risk mitigation strategies and manage technical risks.
  • Capable of high-level strategic planning to optimize project execution.
