RINA is seeking for a freelance collaboration/independent‑contractor arrangement (i.e., non‑employment) a highly experienced Construction Manager to support complex infrastructure programmes — ideally in rail, tunnelling, or civil/structural works.

The role will be full‑time on‑site in Dublin (Ireland), with activities expected to start in May 2026. The initial engagement is planned for 2 years, with the possibility of extension up to 12 years, which corresponds to the full duration of the project.

Key Requirements:

- Senior 10+ years’ experience 5+ years within specialism including Construction, Engineering and Management in large scale multidisciplinary railway engineering and construction projects, or projects of a similar nature.

- Minimum Level 6/7 (NFQ) (or equivalent) in relevant subject area e.g., engineering, construction, project management is preferable

- MCIOB or MICE (or equivalent/working towards)

Advantageous however not mandatory for this role: Additional Professional Qualifications in Engineering or Construction/Project Management.

- Demonstrated capability in Construction delivery of complex infrastructure works

- Experience of stakeholder management on major projects and programmes

- Able to demonstrate comprehensive knowledge of Safety, Health and Welfare at Work (Construction) (Amendment) Regulations 2020 and experience on railway engineering projects

- Demonstrable experience in the promoting and ensuring exemplary standards of health and safety on large-scale construction projects.

- Demonstrable experience of the implementation of health, safety, environmental and quality management processes.

- Knowledge and experience of NEC 4 Contract suite, and commercial awareness.

Role Responsibilities:

This senior role requires strong leadership, clear and effective communication, and the ability to guide teams and stakeholders throughout all project phases. It involves developing and managing comprehensive project plans, schedules, and timelines, supported by a deep understanding of railway construction processes, materials, and techniques. The position demands expertise in identifying project risks, defining and implementing mitigation strategies, and ensuring full compliance with safety and quality standards. The role also calls for adaptability in addressing unexpected challenges while maintaining cost and resource control. Finally, solid engineering and construction assurance skills are essential to verify works against technical drawings and ensure technical compliance. #LI-FC1
