RINA is seeking for a freelance collaboration/independent‑contractor arrangement (i.e., non‑employment) a highly experienced Construction Health & Safety Lead to support complex infrastructure programmes — ideally in rail, tunnelling, or civil/structural works.

The role will be full‑time on‑site in Dublin (Ireland), with activities expected to start in May 2026. The initial engagement is planned for 2 years, with the possibility of extension up to 12 years, which corresponds to the full duration of the project.

Key Requirements:

- 15 years+ experience in Health and Safety, 7+ years specialism across major infrastructure and engineering projects particularly in the rail industry

- Strong and demonstrable leadership and management experience in health and safety

- Safety and Health Qualifications (e.g. degree, diploma)

- Member of Institution of Occupational Safety & Health or other relevant bodies.

- Safe Pass / CSCS Card (or equivalent)

- Managing Safety in Construction IOSH

- Continual Professional Development

Role Responsibilities:

This senior role requires the ability to identify Health & Safety performance indicators, demonstrating strong communication and interpersonal skills, together with the confidence to influence and lead effectively. The position demands high self‑motivation, strong collaboration capabilities, and the ability to work independently when required. The role is responsible for ensuring full compliance with the Safety, Health and Welfare at Work Act 2005 and all relevant construction regulations, developing and communicating a site‑specific Safety and Health Plan and ensuring the consistent application of the General Principles of Prevention. It involves coordinating contractors in the implementation of safe‑work procedures, access control and welfare facilities, verifying mandatory safety certifications, and ensuring that emergency procedures are properly prepared and integrated. The role includes overseeing the appointment of statutory safety representatives, carrying out regular safety inspections and audits, enforcing corrective actions, and maintaining all required health and safety documentation. It also manages incident reporting and statutory notifications to the HSA, liaises with inspectors, monitors safety compliance across the southern MetroLink section, facilitates contractor coordination, and provides required safety information to the PSDP while escalating non‑compliance to the client. The position requires the ability to navigate complex stakeholder environments, remain organized and adaptable, maintain a positive attitude, and handle tight deadlines and conflicting priorities with professionalism and efficiency. #LI-FC1
