RINA is currently recruiting for a Project Controls Manager to join its office in Chicago, IL within the North America Infrastructure & Mobility Division.

Compensation Data

Salary Range: $175,000 - $200,000

Mission

The Project Controls Manager manages the Project Controls functions including the key areas of scope management, schedule management, cost management, document control, risk management, and change management. The Project Controls Manager will lead the Project Controls functions throughout the various lifecycle stages including planning, design, construction, and close-out for large, complex Programs. The Project Controls Manager will coach and train others on the Project Controls team and will provide a key role for ensuring quality products and services are produced by the Project Controls staff that follow RINA procedures and industry-wide best practices. This role serves as a key resource for project management at RINA

Key Accountabilities

  • Develop and maintain resource and cost-loaded critical path method schedules in various software tools for both projects and master-program level schedules
  • Review designer and contractor schedules submittals for conformance to contract and client requirements and industry standard best practices
    • Prepare written technical reports summarizing findings
    • Provide quality review of such reports prepared by others
  • Develop and maintain complex budget, spending, and forecasting cost tools with accuracy
    • Generate cost reporting with key metrics and variance reporting
    • Lead all cost management functions (including performance measurement, cashflow, funding management, contingency management, commitments, expenditures, and forecasting) for complex projects and programs
  •  Coordinate with project staff to ensure accuracy of cost and schedule updates and objective performance measurement.
    • Assist project leads in establishing WBS and Earning Rules at project initiation
  • Develop program-level reporting templates and contribute to project and program reporting, providing accurate and timely updates of data. 
    • Develop ways to innovate the reporting process
  • Manage key project controls issues to resolution with project team (i.e. outstanding forecasts, baseline changes, variances, resource utilization, contractor and designer outstanding actions, contract actions, client authorizations, and payment applications)
  • Conduct risk assessments, develop risk registers, perform analysis, develop technical written reports, and create risk response strategy plans for projects and programs
  • Perform independent time-impact analysis
    • Review and provide analysis of contractor’s request for time extension 
    • Perform “what-if” schedule and budget scenarios
    • Support change management personnel in resolving outstanding changes + claims
  • Coach and train other Project Controls professionals in all areas of Project Controls
    • Provide info to Practice Leads and Division Management on innovative and emerging Project Controls trends and technology
  • Develop PMIS setup and maintenance plans including the necessary workflows, access, and configuration management planning; manage PMIS maintenance
  • Ensure contract actions are completed timely as to not adversely impact budget, cashflow, or resources and coach others in development of contract administration documents and plans
  • Other duties as assigned
     

Qualifications

  • Bachelor’s Degree in Engineering, Business, Construction Management or equivalent fields of study 
  • 15+ years of experience in risk management, time impact analysis, and cost management
  • Infrastructure industry experience required. Transit experience preferred.
  • Advanced knowledge and experience with document control and PMIS systems 
  • Extensive experience utilizing critical path method (CPM) scheduling and conducting technical review of CPM schedules
  • Advanced knowledge of project scheduling software; Primavera P6 software preferred
  • Experience and advanced proficiency utilizing a schedule analysis tool 
  • Experience working on state and federally funded projects
  • Advanced proficiency in Microsoft Project and Microsoft Office applications 
  • Excellent communication skills with the ability to convey changes, updates and urgencies to multiple parties (client, contractors, colleagues, management) daily.  

 

Additional Requirements

  • 15% of travel required
  • Valid driver’s license required; position requires occasional use of fleet vehicle, personal vehicle, and/or rental vehicle for business-related travel.
