RINA is currently recruiting for a Capital Program Oversight Manager to join its office in Chicago, IL within the Project Engineering Division.

Compensation Data

$135,000 - $175,000 commensurate with education and experience.

Mission

The Capital Program Oversight position is responsible for providing the CTA with continuity in project management across project phases (planning, design, and construction), works closely with CTA infrastructure to support all procurement activities, interfaces with the Project Controls team for program-level budget tracking and reporting, coordinates project issues between disciplines in support of Technical Leads, monitors consistency of project elements between phases, drives special initiatives at a program level.  The Capital Program Oversight position will be expected to serve the program under the direct supervision of the Deputy Program Manager (DPM) for Project Implementation to assist in performance of all DPM requisite activities and duties required by the CTA’s Infrastructure Capital CP program.

Key Accountabilities

  • Manage specific engineering and construction projects from inception during early planning phases through implementation and closeout, including:
    • Working hand-in-hand with CTA PM/GM assigned to project, as well as CTA and TCP technical leads to effectively capture scope.
    • Ushering project through PPS/PMP development and leading development of design and consultant task orders as required.
    • Provide procurement support by assisting with development of front-end contractor documents as required.
    •  Advising on management of various contracts using data provided by Program Controls, lessons learned from other projects, and industry experience/best practices.
  • Drive program-level support deliverables and initiatives like:
    • Helping CTA to establish and manage funding programs like TIF, State Capital, TIFIA via research, tracking, and communication with project planning and development teams.
    • Aiding TCP management in monitoring internal deliverables via the Planning Calendar and coordinating input to master program schedules such as the Procurement Calendar.
    • Lead and provide support on improvement and standardization efforts of engineering and construction management task orders and blanket contracts.
    • Participate in various construction and capital program delivery enhancement efforts as recommended by TCP and requested by CTA.
  • Cross-functionally coordinate with other TCP and CTA departments to:
    • Integrate Implementation group with Controls and Administration to utilize available data, resources, and technological capabilities to provide better recommendations and reduce bottlenecks/inefficiencies in processes.
    • Facilitate input meetings with CTA input user groups and TCP technical leads throughout project lifecycles and program enhancement initiatives to ensure work-products are practical and capture lessons learned through operational experience.

Qualifications

  • BS in Engineering, Architecture, Construction Management, or similar degree
  • Minimum of 10 years’ experience managing infrastructure design/construction projects
  • Strong technical written and verbal communication skills with the ability to communicate with all levels of the organization and external contacts.
  • Excellent organizational and time management skills


Additional Requirements

  • Ability to travel in and around IL based on business needs.
  • Valid Driver's license
