RINA is currently recruiting for a AMEA Egypt Substation Manager to join its office in Aswan within the Energy Project Solutions Division.
Mission
The Substation Manager provides independent technical oversight, engineering assurance, and quality monitoring for all HV/MV substation works executed by the EPC Contractor. This includes GIS/AIS, transformers, MV switchgear, AC/DC systems, protection and control, SCADA, cabling, and commissioning. The role ensures compliance with IFC drawings, technical specifications, IEC/IEEE standards, and grid requirements. This is OE role (monitoring, verifying, reporting).
Key Accountabilities
1. Engineering Oversight & Technical Assurance
• Monitor EPC installation of GIS/AIS, transformers, MV switchgear, protection panels, AC/DC systems, and cabling.
• Verify work compliance with IFC drawings, project specifications, OEM manuals, and IEC/IEEE standards.
• Identify design deviations, technical risks, and non-conformities and escalate accordingly.
• Review EPC shop drawings, wiring diagrams, protection schemes, SCADA mappings, and installation procedures.
2. Protection & Control Oversight
• Review protection coordination studies, HV equipment installation, relay settings, and logic designs.
• Verify implementation of interlocking schemes and control logic.
• Review and approved test procedures, and witness protection testing (secondary injection, relay configuration, trip circuits, interlocking, SCADA point checks).
• Ensure EPC testing aligns with grid code and utility requirements.
3. QA/QC & Testing Verification
• Monitor EPC QA/QC activities according to FQP, CL, ITPs and approved QA plans.
• Witness insulation resistance tests, Hi-Pot tests, contact resistance, transformer acceptance tests, MV switchgear tests, and integration tests.
• Review NCRs, corrective actions, and verify technical closure.
• Confirm accuracy of as-built drawings.
• Review and approved QA/QC documents ITP, FAT, FQP, CL, MS and material submittal.
•Perform Site inspection and issue IR and MIR for material inspection.

4. Commissioning & Energization Oversight
• Review EPC pre-commissioning and commissioning procedures for Electrical systems.
• Validate readiness for energization through systematic checks and walkdowns.
• Track and verify closure of commissioning punch lists.
• Support Owner with energization readiness documentation.
5. Interface Coordination
• Coordinate substation interfaces with civil, Electrical, commissioning SCADA, telecom, and grid operator teams.
• Ensure EPC provides accurate interface details and proper sequencing.
• Resolve multidisciplinary technical conflicts.
6. Progress Verification
• Verify EPC progress (installation, cable pulling, terminations, testing) against planned milestones.
• Validate progress claims with physical evidence.
• Prepare daily/weekly reports on progress, quality, testing, risks, and required actions.
7. OE Team Collaboration
• Guide OE electrical, QA/QC, SCADA, and commissioning engineers on inspection priorities.
• Support the Site Manager in executing the weekly surveillance plan.
• Consolidate technical findings for Owner decisions.
Education
Qualifications
• Bachelor’s degree in electrical engineering.
• 8–15 years of HV/MV substation engineering and supervision experience.
• Experience with GIS/AIS (220,500/33 kV) systems.
• Strong background in Power transformers, HV, protection systems, control logic, and SCADA.
• Previous experience in Owner’s Engineer/consultant roles.
• Familiar with utility/grid operator standards.
TECHNICAL COMPETENCIES
• Deep knowledge of HV/MV, SVG/STATCOM, equipment (GIS/AIS, transformers, switchgear).
• Strong understanding of protection relay systems.
• Familiarity with power system studies.
• Experience with QA/QC processes and test witnessing.
• Commissioning and energization sequence knowledge.
