RINA is currently recruiting for a AMEA Egypt Civil Engineer to join its site in Aswan within the Energy Project Solutions Division.
Mission
The Civil Lead engineer (Owner’s Engineer) provides independent technical oversight, quality verification, and construction supervision for all civil and structural works delivered by the EPC Contractor in the PV, Substation and BESS facilities. This includes foundations, buildings, trenches, duct banks, roads, drainage, structural steel, cable routing infrastructure, boundary walls, and all site development works related to civil scope.
The role ensures full compliance with IFC drawings, civil specifications, geotechnical recommendations, structural standards, QA/QC requirements, and international codes and Egyptian local codes.
Key Accountabilities
1. Civil & Structural Construction Oversight
• Monitor and inspection for EPC execution of all civil works including:
- Foundations for GIS/AIS, transformers, MV buildings, BESS civil works, O&M building, all finishing works
- Cable trenches, duct banks, manholes, pull pits
- Substation control building (structural + architectural)
- Roads, paving, fencing, gates
- Drainage systems & stormwater network
- Equipment plinths and steel support structures
• Verify works comply with IFC drawings, technical specs, and approved method statements.
• Ensure workmanship meets structural tolerance, alignment, and level requirements.
2. Geotechnical & Earthworks Control
• Review and monitor excavation, backfilling, compaction, and soil replacement.
• Ensure compliance with geotechnical reports (bearing capacity, groundwater considerations, soil treatment).
• Witness field density tests, compaction tests, plate load tests, and verify results.
• Ensure EPC manages soil disposal and backfill materials properly.
3. Concrete & Reinforcement Quality Assurance
• Witness concrete works: batching, slump tests, cube/cylinder tests, temperature checks.
• Inspect reinforcement installation, bar spacing, anchorage, lap lengths, and supports.
• Verify formwork quality, alignment, shuttering, and curing compliance.
• Monitor concrete pouring sequence and vibration practices.
4. Civil Engineering Review & Technical Comments
• Review EPC submittals including:
- Civil shop drawings
- QA/QC documents checklist, FAT, FQP, and ITP
- Structural calculations
- Bar Bending Schedules (BBS)
- Method statements
- Material approvals
• Provide structured, technically sound comments aligned with codes and project requirements.
• Review the Engineering documents and aligned with the Back-office engineering team to be aligned with the project specifications.
• Lead the technical discussion physically or virtual meetings with the EPC, client and OEMs and other stakeholders.
5. Interface Coordination
• Coordinate civil interfaces with:
- Electrical (trench routing, foundation openings, embedded conduits, earthing)
- Firefighting
- BESS systems (HVAC, equipment rooms, enclosures)
- SCADA/telecom ducting
•Prevent clashes through early detection and collaborative resolution with OE team.
6. QA/QC Monitoring & Testing
• Ensure EPC adheres to approved ITPs for civil works.
•Issue inspection requests and material inspection requests and the inspections
• Witness inspections for all civil scope including but not limited:
- Foundation inspections
- Anchor bolt alignment
- Compaction & density tests
- Concrete testing
- Structural steel installation
- Waterproofing
• Issue NCRs, OBSs and review corrective actions, and verify closure.
7. Progress Validation (Technical)
• Validate EPC progress based on physical quantities:
- Cubic meters of concrete
- Excavation/backfill quantities
- Linear meters of trenching/ducts
- Building completion percentages
• Verify progress claims reflect real site status through measurements and inspection logs.
• Report progress risks and recommend mitigations.
8. Documentation
• Ensure proper logging of civil-related:
- IRs / MIRs
- Concrete pour cards
- As-built drawings
- Field tests & lab reports
- Material approvals
- NCRs & punch lists
- QA documents
• Ensure all civil documents are updated and managed through EDMS (Think project, Aconex, SharePoint, etc.).
9. Coordination with OE Site Manager
• Align daily/weekly surveillance plan for civil work fronts.
• Communicate risks, delays, and resource issues clearly to Site Manager.
• Collaborate in multidisciplinary technical reviews and reporting.
Education
Qualifications
QUALIFICATIONS
- Bachelor’s degree in civil engineering.
- 7–12 years’ experience in civil works for substations, industrial plants, or infrastructure projects
- Strong understanding of concrete, geotechnical, and structural standards
- Experience in Owner’s Engineer / consultancy roles preferred
- Familiarity with IEC, ACI, ASTM, BS, and local Egyptian standards
