OWNER ENGINEERING POWER PLANT

RINA is tendering for awarding an owner engineering service contract, to be perfomed in Kazakhstan, relevant to a new power plant erection ( greenfield).

Project in case of award will start in August 2026 and will last for at least 3 years

Project location is in Republic of Kazakhstan, in Astana.

We are seeking for many experts in different roles and disciplines, to enlarge our talents pool to be dedicated to this project:

ENGINEERING:

• Senior Process Engineer with extensive experience in thermal power plant design review, preferably coal-fired units (≥300 MW), including key process systems (PFDs, P&IDs) mass and energy balances, datasheets, and technical specifications, performance verification, and EPC project support. Familiar with the main design standards and regulatory framework of the Republic of Kazakhst
• Senior Mechanical Engineer experienced in thermal power projects,preferably coal-fired units (≥300 MW) with expertise in reviewing equipment specifications, construction drawings, layout interfaces, and compliance with international codes and EPC standards. Extensive experience in reviewing.technical specifications, datasheets, and construction drawings for both static and rotating equipment (boilers, steam turbines, pumps, fans, FGD systems). Experience in validating performance guarantees and familiarity with the design standards and regulatory framework of the Republic of Kazakhstan.

• Senior Electrical Engineer with strong experience in thermal power plant design review, preferably coal-fired units (≥300 MW), covering generation and distribution systems, protection studies, grid compliance, and EPC coordination. Experienced in reviewing single line diagrams, load lists, short-circuit studies, protection coordination, MV/LV systems, generators, transformers, and emergency power systems. Experience in interfacing with control systems and grid compliance requirements, and familiarity with the design standards and regulatory framework of the Republic of Kazakhstan

• SCADA Engineer with solid expertise in automation, control architectures, data acquisition systems for thermal power plants (preferably coal-fired) cybersecurity, and integration of plant electrical and process systems within EPC environments. Expertise in reviewing DCS/SCADA architectures, network topology, server redundancy, industrial cybersecurity, and integration with electrical and process systems. Familiar with the design standards and regulatory framework of the Republic of Kazakhstan

• I&C Engineer with strong design experience in industrial and thermal power plants (EPC), supporting instrumentation review, technical documentation, commissioning activities, and regulatory compliance. Provides support in reviewing process instrumentation, instrument datasheets, hook-ups, cable routing, loop diagrams, and technical specifications. Ensures compliance with local regulations and interfaces with Kazakh authorities. 

• Senior Civil Engineer with proven experience in thermal power plants, preferably coal-fired units (>300 MW), with strong EPC design review experience, focused on structural design review, foundations, industrial buildings, steel and concrete works, and compliance verification. Experienced in reviewing turbine/generator foundations, boiler structures, industrial buildings, pipe racks, and reinforced concrete and structural steel works

PROJECT MANAGEMENT:

• Senior Document Controller with a strong background in EPC and large-scale energy projects, responsible for managing technical documentation, version control, transmittals, and project records throughout the full lifecycle. Proficiency with document management systems and standard office tools is required

• Technical Coordinator/ Project manager ( PMP Certificate /Fidic Knowledge): with a strong background in EPC and large-scale energy project,supervise multidisciplinary activities, coordinating with discipline leads to ensure compliance with technical, contractual, schedule, and budget requirements.

ENVIROMENTAL

• Environmental Engineer with solid experience in thermal power projects, responsible for reviewing environmental studies, emission control systems, wastewater and waste management, and regulatory compliance. Experienced in reviewing environmental impact assessments, emission control systems (FGD, DeNOx, ESP), wastewater management, and industrial waste handling. Ensures compliance with local environmental regulations and international standards. 

Main requirements applicable for all the positions:

• at least 5 years of experience in the role
• Diploma or higher education level for engineering role
• Russian and English advanced ( project main language as well technical specification will be in Russian)
• Preference to candidates already located in Astana
