Position Overview:
RINA Consulting is seeking a highly experienced and driven Senior Healthcare Technological and MEP Systems Program and Proposal Engineer to join our Abu Dhabi office. The successful candidate will play a pivotal role in the design, management, and delivery of advanced healthcare technology and MEP (Mechanical, Electrical, and Plumbing) systems for infrastructure projects, with a focus on tendering and program development for healthcare facilities.
The ideal candidate will have 10+ years of experience in healthcare projects and a strong background in MEP systems integration, program management, and proposal development for large-scale infrastructure projects.
Key Accountabilities
Key Responsibilities:
1. Program and Proposal Development:
- Lead the preparation of technical and commercial proposals for healthcare technological and MEP systems, ensuring alignment with client requirements and RINA's quality standards.
- Develop innovative engineering solutions and methodologies to address client needs, particularly in healthcare-specific environments.
- Collaborate with multi-disciplinary teams, including architects, civil engineers, and consultants, to deliver comprehensive proposals.
2. Project Management and Execution:
- Manage the design and delivery of MEP systems for healthcare facilities, ensuring compliance with international standards (e.g., HTM, NFPA, and ASHRAE).
- Oversee project scheduling, resource allocation, and risk management to meet client expectations and project milestones.
- Conduct technical reviews of designs, calculations, and specifications to ensure optimal functionality and efficiency.
3. Technical Expertise and Consultancy:
- Provide expertise in healthcare-specific technological systems, including medical gases, HVAC systems, electrical systems, and IT infrastructure for hospitals and clinics.
- Ensure compliance with healthcare regulations and standards in the UAE and internationally.
- Act as a subject matter expert for healthcare facility projects, advising internal teams and external stakeholders.
4. Stakeholder Engagement:
- Build and maintain strong relationships with clients, contractors, and regulatory authorities to ensure smooth project execution.
- Represent RINA Consulting in technical discussions, project meetings, and industry forums.
5. Team Leadership and Mentorship:
- Lead and mentor a team of engineers and junior staff, fostering a culture of excellence and continuous improvement.
- Provide training and guidance on best practices in MEP systems and healthcare technology engineering.

Qualifications
Qualifications and Skills:
Education and Certifications:
- Bachelor's degree in Mechanical, Electrical, or Building Services Engineering; a Master's degree is preferred.
- Professional accreditation such as CEng, PE, or equivalent is highly desirable.
- Certifications in healthcare engineering standards (e.g., CHFM, Healthcare Facility Design) are a plus.
Experience:
- Minimum of 10+ years of experience in MEP systems engineering for healthcare projects.
- Proven track record in program and proposal development for large-scale healthcare infrastructure projects.
- Experience working with international clients and multidisciplinary teams in the Middle East.
Technical Skills:
- Strong knowledge of healthcare facility requirements and standards, including HTM, NFPA, and ASHRAE.
- Proficiency in engineering design tools (e.g., AutoCAD, Revit, or similar BIM software).
- Familiarity with project management tools such as Primavera or MS Project.
Soft Skills:
- Exceptional communication and presentation skills, with the ability to convey complex technical concepts to non-technical stakeholders.
- Strong analytical and problem-solving skills.
- Ability to work under pressure and manage multiple priorities.
